The EMD and GE tier 4 diesels do NOT use DEF. The railroads did not want to deal with it so the builders had to come up with a solution which didn't use DEF. This is one of the reasons the EMD tier 4 units have been so slow to appear.

I'm not sure about the Siemens Charger locomotives.
