From a political standpoint, I believe the CW, P & L, and PV/Hooper are too important to eastern Washington agricultural interests to let them go away. There will alway be wrangling, however, all those chip seal highways would be alot more expensive for DOT to fix. Also, as the price of diesel exceeds $4.75, the differential between truck and train operators breaking even gets wider in favor of railroad.
