Not completely apple and oranges. Higher passenger speeds can add stress to curves, especially since they don't do as much super elevation any more. I suspect that it might be part of the transition to the bridge as stiffer concrete ties tend to slam bridges and the cushioning effect of the wood may have been considered desirable. I would have went with concrete myself in the curve just for the added security of gauge maintaining.
