You are not exhibiting a very thorough understanding of railroad operating rules. The fact is crew members, once qualified on a section of railroad, should be able to safely operate a train according to the rules without the need for ANY permanent speed restriction signs. Some railroads don't even use them. You are just supposed to know where the restrictions start and end based on where the limits of the restriction are in the timetable, general order, or bulletin. What happens if one falls or gets knocked down? If you don't comply with the restriction, regardless of whether the sign is present or not, you are in violation of the rules.
