Further I was trying to put up the solution as if I was talking to an official not you guys. From what I read this train or the Starlight would no longer attempt a run on the bypass until PTC is operational. If this is true, it would not surprise me, because officialdom usually responds in the extreme, never considering any other alternative, probably because it would be hard to convince the public whom also respond in the extreme.
