It wasn't anywhere as nice as it is today. Total population of "Panama" was hovering around 8,000 souls, and 10% had malaria at any one time. Death rates were astronomical. In any event, except for the canal itself, Panama ruled itself for the entire duration.

Not to bad for a world in it's colonial period. Compare to Russia's treatment of Alaskan and Continental Indians during the Spanish/Russian colonization of California and Alaska.
