The high that has been sitting over or west of California and causing dry weather (not good) causes the storm track to go up into the PNW and Canada. Adequately chilled, it then comes down around the high to the Plains, the Northeast and even the South. In previous years the high was called the ridiculously resistant ridge. If it keeps up there will be drought in California again.
