According to the following website the RS11 was retired in 1980 so maybe it had its footboards torched off. A trainman who worked in Bayshore Yard in the early 1950's advised he would stand at the edge of a tie and stick one leg forward and let the footboard catch his heel and lift him onto the engine. No thanks.
