Sumas Sub Question—Rabanco Containers

A question about Sumas sub operations:

I was in Sumas yesterday. I saw a train headed south— a long one with four units on the head end and a few more on the rear. Most of the cars were Rabanco containers, which I assume is garbage headed for Roosevelt OR. Where would those cars be coming from? There were also some cars with forest products, as well as some grain hoppers and tankers. I assume some or all of those come from Canada as there is a CP connection and Southern Ry of BC connection at Sumas. But Canada doesn’t send their garbage to us, do they?
