The rule is that train speed limits may not exceed 79 if there is no ATS/Cab signals. If there is no signal system at all, it's 59 psgr and 49 frt. Asserting that the speed limit on the line in question is "79.999999999999 . . . ", which for all intents and purposes is 80, is disingenuous and misleading.

The leeway I mentioned is allowed in order to take into train speed wandering on account of slight variations in grade, human reaction time to compensate for these variation, errors in the speed measuring apparatus, etc. -- all of which I've already explained. There are other factors which figure in too, such as milepost location accuracy, etc. However, I can guarantee you that if you are caught running a train consistently 3 mph over the speed limit --as in just below the OS trip setting-- for miles on end, you will be disciplined.
