UP Steam to California in 60's/70's

Now that Coleman's thread has died down I have a question. UP has used the 844/8444 for excursions for decades. Prior to the Steve Lee reign the loco never seemed to make it West of Utah. I am hard pressed to remember a trip to S California before the 80's. Of course there was no reason, other than Railfair, to go to Northern California until the WP merger.

My question is why didn't the UP run 844 to LA in the 60's or 70's? Or did they and I've forgotten. I know many will say smog problems, so I am going to say up front I don't buy that, regulations are tighter now than then.
