Baring some bizarre, and as yet unknown, technical variable, that might help explain this incident, PTC would definitely have prevented exactly this kind of accident.

It doesn't have to be a perfectly "fool proof" system, there may be new ways to screw up that we haven't yet thought of, but it will be a hell of a lot more "fool resistant" in preventing exactly these kinds of accidents.

The book of rules, the deadman's peddle, air brakes, ATS, and a plethora of human endeavors to improve safety were not necessarily "fool proof" either..... All of these systems are designed to help make us all a lot more "fool resistant"....
