if every train sardined out at the originating terminal how would pax board at intermediate statios? as to deadhead moves from a repair shop to the yard, unscheduled,not in the ticket inventory, and no assistant C/R (ticket puncher)on duty/salary for the run. Pretty much how RRs have operated for 180+ years.
