I think it's useful to look at the big picture. After the 2005 HSR statewide EIR went with "both" Altamont and Pacheco, and after responsibility for the "Altamont Overlay" was spun off from CHSRA to SJRRC in 2011, the ACEforward project became a nascent threat to the HSR mega-project. Providing earlier, faster, more frequent or more reliable rail service in the horribly congested Altamont Pass corridor fundamentally undermines the "purpose and need" of a major new greenfield alignment through Pacheco Pass. At this time of growing scope and cost for Pacheco HSR, the ACEforward project was an unwelcome competitor. As they say, "it would be a shame if something were to happen to it."
