I recall the 1st Vancouver Cascades was funded only by Amtrak & WS - DOT. The 2nd run required some track improvements including a longer CTC siding in Stanwood, WA. ( and maybe CTC on the Canadian side ??? ). More importantly, the province agreed to fund additional Canada Customs personnel for clearance during the new train times.
