Progressive definitely did their homework and their proposal is impressive.

I laughed at Trail Now's proposal. I assume that it is from the group that wants to convert the line to a bike trail: "The proposal did not demonstrate any previous experience or competence in rail operation, management or maintenance. The service plan seems invalid with incongruent statements saying that railroad operations will be maintained while a significant portion of the track structure would be removed. The financial plan is equally problematic. The budget estimate of cost to remove rail and ties is seriously understated. There is no demonstrated experience working with the Federal Railroad Administration (FRA) and other rail regulators. Based on past experience, proposer’s ability and willingness to meet RTC requirements and to cooperate with staff and the Commission is questionable."
