I think Lake Listener might be onto something.
It used to be that SMART and NCRA were thought of helping
each other. But, maybe, the NWP Co. realizes SMART is
just causing it problems and freight would be better
off without SMART, even though SMART would provide a source
of some funding and infrastructure support. Maybe the thinking
goes that without SMART, at least there's no vote for
freight to deal with. They don't have to mess with SMART
opponents.
Once they get up and running --- if they get up and running --
and they don't take any more state funding, they are on their own.
Only the STB/CPUC would have oversite.
