Unfortunately Watco is still part of the equation. As I read it, Watco gets to keep the Hooper to Thornton line---the only one that makes money for them---and gets to feed traffic to the shortline that gets the Winona to Colfax portion, and if the Oakesdale to Thornton line is rebuilt gets to benefit from that too (actually, if the bridge is rebuilt it gets the same benefit). Hmmmm.
