Snow diminishes the friction of brake shoes against wheels. When the snow is a foot above the rail all the wheels in the consist are affected since the snow falls back on the rail. Therefore you are now comparing sliding wheels with ineffective braking. Trust me, it works. Never reversed an engine in the summer though but have seen wheels slide so I agree that on dry wheels and brake shoes sliding is less effective than a braking effort that approaches but does not reach sliding. Happy to see you all are so polite when you disagree.
