The month to month numbers have more ups an downs move and around, especially the weekend numbers, as you can see, if you go through these over many months. Special events and when holidays fall can cause some big swings on weekends.
Yes, if you only looked at the December 2017 to December 2016, there is a very slight monthly dip, but so small as to be likely well within the bound of error.
Did you bother to go run the annuals year to year for the last three years?
I really couldn't say that an increase 25,000 daily weekday riders, and a total of 6 million additional annual riders is exactly "down"....
Within the "bound of error" for the methodologies used to estimate these, the annual may well be flat, but the daily weekday is definitely not down.
Try playing with the tabs at the top and changing the data periods, to get the annual comparisons.
