A friend who is a utility transmission engineer tells me that utility transmission lines on some routes or circuits are idle some of the time (the current in the line is zero.) Even so, they keep FULL voltage on them at all times to prevent theft of the conductors. This should be a "no-brainer" for electrified railroads.
