Might be, they may be contracting out inspector services in addition to doing their own. Four inspectors is a big crew for the G&W it would appear.

POVA is not shut down. Due to lack of revenue, cars are stored on the unused track. above Usk. there is a slide between Box Canyon Dam and Metaline Falls that has closed (probably permanently) that section of the line.
