SMART to take over NWPco?

I've spoken with a few SMART employees in the Santa Rosa HQ and, on the condition of anonymity, it's been said that if NWPco can't hack it another year, SMART may takeover operations as to have full control of traffic freight and passenger with no "outsiders" on their rails, handling everything "inhouse". The job description of SMART's "Engineer-Conductor" requires, "Engineer Conductors will also be required to operate material handling trains using a freight locomotive".
