Question for Bob2

Earlier this year the powers at Metro in LA caved in on the double tracking through the San Fernando Valley due to concerns and comments from the people who live on the 1.5 mile section which the tracks pass. They claim that the second track would be 20 ft from the property line on the south side of the ROW.

Being that the current track runs down the exact middle of the ROW, could Metro move the current main line t=over towards the north to the 1/3 width line, and add the second track on the 2/3rd's line, thus, equalizing the track spacing through that area?

I know that is a lot of work, but I just do not see how any compromise with the residents on the current proposed double tracking plan will work,
