That would be interchange rules you are speaking of.
They have to let "Host" railroads use their tracks when that is the only access. I am hoping Dick will pipe in here and set all of us straight on the matter.

As far as I know:
UP must let them use the bridge and diamonds in Portland. Its shared track all the way to Vancouver and all the way to Seattle, I think.
They have to let BNSF use trackage to Bend.
UP has to let BNSF use the track from Chemult to K Falls and from Bieber to Stockton. The list goes on.
