Fianlly! Thanks. The CSX train wasn't on a siding but a storage track. Storage tracks don't have power switches nor signals protecting their swtiches entering the track. In order for engines to clear the main line in a storage track, it must have either electric switch locks (at both ends) or a an exit signal (at both ends).
