The housing element rules passed in the last state legislature (not the stronger bills started this year) are really what is going to cause NIMBY head explosions. There is a very short list of cities and counties that are exempt because they have fulfilled their housing element requirements. There is a longer list that includes San Francisco, Oakland and Berkeley that exempts any construction that meets zoning and has 50% or more low income units from further requirements. NIMBYs need not apply. But there is an even longer list of cities and counties that cannot block construction that meets zoning and has 10% or more of low income units.

There shalt be great weeping and gnashing of teeth...
