Decent article, detailing and reviewing what we already knew. Hemminger and his BART-MTC-ABAG empire is the Bay Area Moses.

He underscores how every self-servng interest and lobby tries to maximize their profits, but he ignores how one all-important faction manages to deal with the Robert Moses thugs and their devastating schemes. That would be the really wealthy and connected; viz. the Embarcadero Freeway was never, never going to trash the Marina.
