Too bad that both WES and SMART were built with high-level platforms and thus are incompatible with a Talent, or most anything else around here. It also doesn't meet the FRA Crashworthiness Regulations, so it couldn't run on most commuter rail systems that are shared with freight trains.
Maybe NCTD would be interested in it, since a Talent is similar to a Desiro which they do use...the two are basically competitors of each other. I could see a low-cost startup commuter rail system try to use them...but in Oregon and California, if it isn't gold-plated with all the bells and whistles, it isn't worth doing at all.
