Have you looked at the Caltrans 2018 State Rail Plan?

Billions in funding dedicated to rail transit, and county is now a self-help county, qualifying for possibly 100% funding, but even if not, a 1/10¢ sales tax would be more than enough to cover the cost to build and for operations.
