Overall, California manufacturing is not doing well in comparison to other states. For instance, the LA-Long Beach area historically has a large base of manufacturing, but it is steadily losing. And it appears that without Tesla in Fremont, the Bay Area manufacturing would be declining also. And expecting Tesla to survive in the medium-long run is a very risky proposition.
