I see several things. The surge is caused by wheel slip. Engine loads hard, slips drops load and starts all over again. If the engine is run hard everyday then the smoke is more than likely being caused by one or more injectors putting to much fuel into the cylinders. If the engine idles a lot then the air boxes and exhaust may be full blow by oil and as the engine heats up that material starts to burn and get sent up the stack if it was dark it would look like the fourth of July. Had this problem with GP9's that never worked that hard. My own opinion leans toward the injectors.
