I would agree.

The engine is slipping on a heavy push/pull. When the "electric's" sense the slip, they unload the power thru the governors (depending on the amperage) and load box and then reopen the solenoids effected. As long as it slips, this is going to keep happening. until the train stalls or makes it over the hill. If its on the point, you can feather the jam to keep the slipping way down but go too far and you will stall.
