On the other hand Wiener has introduced this:
"Bill will create process for counties to conserve individuals who suffer from chronic homelessness accompanied by severe mental illness, severe drug addiction, repeated commitments, or exceptionally frequent use of emergency medical services"
In other words, those who are a continual problem and will not accept help will be put into conservatorship for their own good. If it is not clear, alcohol is a drug.
