The Navy Base has a home page..with photo of the scale submarine currently there.

AFAIK there have been only models used and of late this Large Scale Vehicle. The Navy Base is a hold over from when the whole area was the Camp Farragut Naval Training Station in WWII. Lots of rail line on base at that time accessed from the NP line at Athol, ID.
I recall seeing photos of the lime stone dock and railcars used. Never specifically heard what the rail connection was.
