Not defending the incumbent, but I think the rail is mostly that wonderful 1900-ish 100# which was probably tired by the 70's and the former NP branch probably wasn't designed with real roadbed when it was moving 40 ton cars (or whatever they were doing then). One or the other a person could live with but the combination is hard to manage with 100T loads, especially during the sogg
