Toby was co-owner and managing partner of WWR. Other partner was the same owner as Frontier Rail group. A wfew months after WRL (part of the Frontier Rail group) bought the line from City Of Tacoma (including the shop at Western Jct which was never part of the WWR lease), they changed management from WWR to WRL dba Rainier Rail.

#23 is a SW7/9R that was built as Inspiration Consolidated Copper #23, then to Arizona Eastern, then to Western Rail (D) as WIRX 23, to Frontier Rail at Wallula, then Boardman, then assigned by Frontier to WWR #23 at startup (#23 never owned by WWR).
xCoos Bay #1203 was at YCR but I don't think it was ever able to be used there due to serious electrical issues. Moved to Western Jct where it has been under repair off and on over the last year or so.
#23 and #1203 were both in use at WRL/Rainier Rail the last I heard. The locos can tie up at various places along the line or be in the Western Jct. enginehouse.
The xSimpson SW1200s (1201-1202) are owned by WWR. They and another engine's disposition has yet to be determined as WWR settles its affairs. There is a YouTube video showing one of them switching in Chehalis, so at least one saw some limited use on WWR.
I believe the business and operating plan has substantially changed between WWR and WRL, but car storage so far remains the primary business.
