Here is an interesting discussion of a failure of the PTC-like system to display a speed restriction. As the commenter points out, this is equivalent to a "False Proceed" and is one of the reasons PTC systems cannot be installed and implemented overnight. The location in question has had the ERTMS system since 2011. I understand it was chosen as a test location where passenger and freight traffic operate, albeit in low density.
