Those Poor Passengers! The Poor Railroad!

The more and more stuff like this happens, the less people will take transit if they know they might be held hostage while first responders drag their feet.
They could have allowed them to disembark and walk on the street to the platform
4 Hours is way too long to hold commuters and the railroad hostage
