Somewhere on the internet is an audit look at the tunnel project after Christie pulled NJ out.
IIRC NJ and NY had agreed how to divvy up the BUDGET. Christie killed it because there was little or no mention of cost overruns, say typically in the 50% to 150% range.
Imagine, the PRR built its New York Extension [of which the present tunnels were a part] just about all on its own.
