Big Time Tie Replacement on Cuesta

Just got off an on-time Number 11 at San Luis Obispo, today, Saturday. The Starlight stopped twice on Cuesta for M of W to clear. If I didn't know better, it looked like the entire UP M of W department is on Cuesta replacing ties. Amazing.
