I think you guys are approaching this with the wrong assumtions.

TTX timeline shows 85' flats in 1958.

Some 'New' short flats were built in the 1950's. Most 50' TOFC flats were rebuilt from underused PS 50' boxcars built in the 1950's. Many of those (Santa Fe's and Southern'd) could only be loaded by travellifts & piggypackers. Most re-built in 1970s.

Most 1950 built cars would be dead by 1990's. By then the TOFC/COFC market had formed around spine and multi-wells, & nada circus ramps. Main mess was the 48' thing. The 53' idea got passed by enough lawmakers to make that the newist trend with 40' standard for import containers.
