Of course the price is rising. Only a fool believed it was going to be done for the original estimates. This is a sop to the easily conned crowd to make you believe their Govt is "doing something"
1) It will easily be over $100B IF its ever completed.
2) Most of the people who are pushing it will never ride it on a regular basis.
3) The annual operating costs will also be far in excess of projections.
4) California Voters will never hold the people or party who spent the money on the project accountable, which is why they're comfortable in doubling down on stupid.

The last Federal project that came in ahead of time and under budget was Hoover Dam and that was in the 1930s.
