He has no clue what a can of worms he's opening.No easement owner wants the public on there property.Expect lawsuits and Friends of the (Pot growers)i mean Eel river, to hold things up in court for years. The complete removal of tracks,( hazardous waste) contaminated soil.All the the environmental restrictions moving soil next to a river. The slides and washouts , collapsed culverts, collapsed tunnels. Complete rebuilding of hundred of bridges and trestles not designed for pedestrians. That's just to get the trail built. Then the maintenance would be almost as expensive as keeping the railroad open. Let's start with say a half a billion just to get it open.
