The railroad has the right to remove them from the right of way but citations are a waste of time.
Even if they don't spend money on drugs and alcohols they probably don't have enough to pay citations. I doubt that any of them have a bank account or any assets that could be seized so if they can't pay the only option the cities have is to arrest them and put them in jail but that is probably too costly for any city.
