The BIG problem with public restrooms is hypodermic needles from all the druggies. They constitute an immediate health hazard, and plug up drains which require a hazmat team to unplug. No matter how many sharps disposers you deploy, the druggies will ignore procedures and try to flush'em. My thoughts on bums (oh, excuse me!! Homeless people!) begin with taking a census to figure out who needs what, who is homeless by choice rather than need, where everybody came from, to what extent are drugs involved, are people able to work, etc. etc. You can't solve a problem until you know what the constituent elements of the problem are. No politicians really want to solve the homeless problem, otherwise you would see real efforts to analyze what the elements are that make up the homelessness problem before the idiots try to throw money at the issue.
