As a non driver, I have little standing to comment on how high the tax on obsolete engined autos should be. That said, the idea of cutting back the non rush hour trains is self defeating. Potential riders are not always 9 to 5 drones. Being able to ride at other times makes the entire service more useful. I traveled during rush by chance, my previous ride had been midday.
