AMTRAK -- NO MORE PV's??

At a meeting today and people were discussing that Amtrak will no longer do ANY charters including the annual charter for the private car club. It was also mentioned that PV's will only be added or dropped off at stations that have at least 30 minutes dwell time.
Is this true?? Thanks in advance.
