I believe they will still allow PVs to be attached to trains that have a scheduled stop of 30 minutes or more so they could be added at places like Emeryvile or cities like LA Chicago, Seattle etc where trains are serviced and stored at a coach yard.
Alao Amtrak under pressure from some senators agreed to operate New River train in Virginia so things could be decided on case by case basis
