There is nothing you can do to fix the situation, unless you are the owner of the account hosting those locked photos.

Photobucket changed their terms of service after many users had uploaded photos to their "free" account. Now, Photobucket wants those account holders to pay $400 per year to make the photos visible to the rest of the world. Many account holders have just abandoned their "free" accounts instead.

Don't use Photobucket for anything, and for sure don't ever give them any money. Eventually they will likely collapse.
